Traffic Commissioners set 2026–2029 operator-licensing priorities
The Traffic Commissioners published their 2025–26 annual report and 2026–29 strategic objectives on 30 September 2026. Priorities include clearer guidance so applications can be complete at the first attempt, improved use of IT, engagement with transport consultants and continued work with DVSA. These publications do not themselves create a new operator-licensing requirement.
What was published?
On 30 September 2026 the Traffic Commissioners for Great Britain published their 2025–26 annual report and separate strategic objectives for 2026–2029.
The objectives include making guidance clearer so users can provide the information required at the first attempt, reducing unnecessary additional processing and identifying opportunities to use IT to streamline services.
What this does — and does not — change
These documents set regulatory and service priorities. They do not by themselves amend the statutory operator-licensing tests or introduce a new blanket document-submission rule with a new effective date.
Operators should continue to follow the legislation, the current Senior Traffic Commissioner's statutory guidance and directions, and the requirements of the specific application or licence change they are making.
Suggested office action
For licence applications and material variations, the practical lesson is to prepare a complete and internally consistent submission: check that financial evidence, operating-centre details, transport-management information and supporting documents match the application being made.
That is a suggested preparation standard, not a new statutory form created by the annual report. Where the position is legally significant or unclear, obtain appropriate professional advice.
Where Outrig fits — and where it does not
Outrig can help keep operational compliance records organised and make it easier to identify missing information before an internal review or application-preparation exercise.
Outrig is not the Traffic Commissioner, DVSA or a legal adviser. The software does not approve an operator licence, determine good repute or financial standing, or guarantee that an application will be accepted first time.
Suggested office actions
- Official requirement: continue following the current operator-licensing legislation and applicable Senior Traffic Commissioner's statutory guidance and directions.
- Suggested office action: review licence applications and variations for completeness and consistency before submission.
- Suggested office action: keep source documents and evidence organised so any request for further information can be answered accurately.
- Do not treat the 2026–29 objectives as a new legal test or as evidence that a particular software system is approved by the Traffic Commissioners or DVSA.
