HSE LOLER review: no legislative change announced

HSE concluded that its call for evidence did not provide sufficient evidence that legislative reform would reduce burden without undermining safety or deliver benefits outweighing disruption and transition costs. HSE will continue to monitor the evidence base; this is not a relaxation or replacement of existing LOLER requirements.

Official position

HSE's results page was updated on 29 September 2026. It says the call for evidence did not produce sufficient evidence to justify legislative reform to LOLER at this time.

There is no new commencement date and no replacement examination interval arising from this review. Existing legal duties and the current HSE guidance remain the relevant baseline.

Practical impact for operators

Operators should continue to manage lifting equipment and accessories under their existing LOLER arrangements, including the competent-person examination regime applicable to the equipment, report retention and action on defects.

The review outcome should not be read as HSE approval of any particular software workflow, inspection interval or lifting method.

Suggested office action

No wholesale process change is suggested solely because of this review. A proportionate office response is to note the outcome, confirm that current LOLER records and examination dates remain controlled, and continue following the competent person's reports and the applicable HSE guidance.

If HSE later publishes revised guidance, review the actual amended wording before changing procedures.
